Fox4 News reported in November 2019 that the number of fatal pedestrian accidents is a growing concern in Florida.  Smart Growth America and the National Complete Streets Coalition data that show the risk of dying as a pedestrian is significantly higher in Florida than in other states.

How to Improve Crosswalk Safety - Spivey LawBetween January and September 2019, 702 pedestrians were killed in Florida, according to the Florida Department of Highway Safety and Motor Vehicles.

According to WINK News, the death of a 12-year-old girl influenced a Florida legislator to push for legislation that may make it safer to cross the street. State Representative Randy Fine is suggesting the passage of legislation that would force drivers to come to a stop at crosswalks when people are crossing. Representative Fine would like to change the yellow lights at crosswalks to red lights.

“It’s about saving lives,” Fine said. “You push the button.  At some point, after you push the button, the light would turn red.”

On Monday, January 13, Florida Rep. Fine filed the “Turn the Flashing Yellow Crosswalks Red” bill (House Bill 1371). Rep. Fine said if he can’t get the lights changed from yellow to red, he wants the signs gone because he fears pedestrians put themselves at risk believing drivers will yield the right of way when they see yellow. He hopes he can get the measure through the legislature and onto Gov. Ron DeSantis’ desk this year.

Florida Today reported if the bill is adopted it would require all flashing-yellow crosswalks not located at a road intersection to be equipped with pedestrian-activated red lights by 2024, or else the crosswalks should be removed.
